Wade has over 20-years’ experience, and as project manager over dozens of efforts he has successfully ensured his teams deliver timely, high quality project deliverables within the specified budget.  Wade is based in Atlanta, where he led two Livable Corridor Initiatives to revitalize older corridors. As part of these efforts, Mr. Carroll managed the development of guidelines for the design of walkable thoroughfares with accommodations for freight, transit and bicycles. These types of applications, tailored for local characteristics, are critical for developing recommendations for multimodal corridor planning.


Projects

Freight Planning

  • Two Freight Cluster Studies, Atlanta Metro Area (2019-20) – Project Manager over two MPO-funded studies to solve first / last-mile freight issues, and establish policies and projects for securing economic vitality in the Spalding and Tucker-Summit Community Improvement Districts.

    Alabama Statewide Freight Plan (and Update), Alabama DOT – Project Manager for the Alabama Statewide Freight Plan and its subsequent update. Developed best practices and performance measures consistent with the FAST Act. Worked with MPO staff throughout the state to develop a Statewide Primary Freight Network based factors such as presence on the National Freight Network, freight volumes, and intermodal freight connectivity.

    Fulton Industrial CID Master Plan, Atlanta, GA. Identified improvements to facilitate freight mobility to maintain an economically competitive industrial district. Detailed conceptual plans and cost estimates formed a program for project implementation along one of the most critical freight corridors in Atlanta.

    Stone Mountain CID Innovative LCI Study, Stone Mountain, GA. This “Livable Corridor Initiative” (LCI) was Atlanta’s first attempt to convert an older industrial corridor into a mixed-use Liable Corridor. Developed a work program for freight, pedestrian, and transit improvements.  Initial improvements were identified through field surveys and stakeholder input to identify locations problematic for truck movement/access.

    SR 21 Corridor Study, Coastal Region MPO, Savannah, GA. As the most critical link from the Port of Savannah to I-95 and I-16, SR-21 is among the most critical freight corridors in Georgia. Mr. Carroll participated in a toll revenue feasibility analysis, and assessed mobility concepts through use of the regional travel demand model and other off-model techniques.

    MPO Guidance on Freight Planning and Performance Monitoring, Alabama DOT – As a supplemental task to the ALDOT Statewide Freight Plan, Mr. Carroll led the development of a white paper to provide freight planning guidance for MPOs throughout Alabama based on recent federal policy.

MPO Plans, Transit, and Corridor Studies

  • Livable Centers Initiative (LCI) Study, Atlanta International Airport area – Project Manager to facilitate economic development in the vicinity of Hartsfield-Jackson Atlanta International Airport (H-JAIA) and provide a blueprint to capitalize on cargo-oriented development opportunities and solve mobility issues around the busiest airport in the world.

    Strategic Regional Thoroughfare Plan, Atlanta Regional Commission – Project Manager to identify a network of surface roadways (primarily arterials) that are most critical in providing regional mobility and connecting major activity centers throughout the Atlanta region and develop policy guidelines to maximize their overall functionality from both a land use and transportation perspective. Developed guidelines for design of freight, transit and bicycle accommodations.

    Montgomery, AL Long Range Transportation Plan (2015) – Project Manager for the Montgomery MPO LRTP. Assisted MPO staff in the development of the overall work program; drafted Title VI, freight, project identification and evaluation, congestion management and work program sections. Presentations to Technical Coordination Committee, Citizens Advisory Committee, and public meetings.

    Gadsden-Etowah, AL (GEMPO) Long Range Transportation Plan – Project Manager for this LRTP. Included an assessment of baseline conditions; the identification of regional roadway, transit, and bicycle needs; and development of the overall work program against available funding.

    Madison, AL 2040 Transportation Master Plan – Project Manager for citywide transportation plan for roadway, bicycle, pedestrian and other multimodal projects for short-term and long-term implementation based on available funding, overall needs and community preferences. Corridors were assessed for Complete Streets potential based on their right-of-way characteristics and newly adopted standards.

    Transit Project Prioritization Process, MARTA – Atlanta, GA – Deputy Project Manager for prioritizing transit projects within the Atlanta region and the State of Georgia. Activities included review of prioritization processes from other states, and the development of an evaluation process based on best practices and input from GDOT, ARC, Georgia Regional Transportation Authority and MARTA.

    Comprehensive Transportation Plan, Paulding County, GA (2014) – Project Manager for the Paulding Comprehensive Transportation Plan (CTP). Led development of performance measures that were consistent with federal (MAP-21), state (SSTP), and regional (PLAN 2040) to evaluate proposed projects in order to better position them for federal funding.
