Luis has over twenty-one years of experience in economic development, real estate advisory, urban planning, and public policy. As advisor, he has extensive expertise and involvement with municipal planning and economic development work in both the public and private sectors. Since 2002 his career has spanned a broad spectrum of work in diverse communities across the country. As a consultant, his practice includes an emphasis on funding strategies, facilitation and implementation of actionable economic development strategic plans and comprehensive plans, land-use regulation strategies, and market-based redevelopment plans for special areas, such as corridors and downtowns. He is adept at grant writing and management, fiscal and economic impact analysis, public finance, affordable housing strategies, business attraction and retention, workforce development solutions, and market analysis. His grant writing experience focuses on transportation-related projects, such as TIGER grants, and recent initiatives related to economic recovery like ARPA.

Projects
Senior Manager. Luis led the formation of a new development ordinance and policy aimed at facilitating an urban environment to improve pedestrian mobility, support METRO’s light rail investments, and help accommodate the City’s anticipated growth in its downtown core by taking advantage of market-based development opportunities. A market analysis, as well as a fiscal impact analysis, identified key development opportunities within the corridor study areas and their economic impact. The implementation phase of the initiative quickly met three key goals: higher density transit-oriented developments along all light rail lines, integrated pedestrian-oriented infrastructure investments, and the inclusion of affordable housing units in the project areas.
